The European Employment Services EURES is an employment service network administered by the European Commission, implemented by the public employment services and labour market organisations in the countries belonging to European Economic Area and Switzerland. The purpose of the EURES network is to promote mobility on the European labour markets by providing advice to job seekers who want to work abroad and to employers who want to recruit workers from abroad.

EURES services consist of a network of more than 700 EURES Advisers covering the whole EU/EEA area. In Finland the Advisers work in the employment offices of the biggest cities: in Helsinki (Kluuvi office), Turku, Mariehamn, Pori, Tampere, Lahti, Kouvola, Mikkeli, Vaasa, Seinäjoki, Jyväskylä, Hämeenlinna, Kuopio, Joensuu, Kajaani, Oulu and Rovaniemi. In the smaller offices there are also advisers who can help in the international mobility issues. The activities are coordinated by the Ministry of Labour.

Freedom of movement within the Nordic Countries offers employer’s flexible recruitment possibilities and the ability to find competent employees. Nordic citizens do not require a work or residency permit while living and working in another Nordic country. Taxation is the only difference between nationals and foreign Nordic nationals.

The employment office provides services, when the enterprise needs labour. As a support service for recruitment, the employer can on certain conditions be granted subsidy for the employment of an unemployed jobseeker.
